NRSBU reports quarterly on the achievements for the year in meeting its Levels of Service. Below is the most recent report on NRSBU's performance achievements.

Treatment and disposal

RMA Consent - Wastewater Discharge to Coastal Marine Area 100% compliance with consent conditions. Compliance with the consent has been excellent.  Refer Appendix A for summary of the 2008/09 consent compliance.
RMA Consent – Discharge of Contaminants to Air. 100% compliance with consent conditions. No odour complaints were received for the 2008/09 year. Refer Figure 1
RMA Consent - Discharge of Contaminants to Land 100% compliance with consent conditions. Complied with all conditions of consent for the Biosolids application.
Equipment Failure of critical components within the treatment and disposal system. No equipment failures that impact on compliance with resource consent conditions. Achieved.
Pump Stations  
Odour complaints from pump stations No odour complaints originating from pump stations. No odour complaints were received in relation to the pump stations.
Pump station wet weather overflows No overflow events occurring for design storm events. Total of 3 overflows resulted from heavy rain events.    Refer Figure 2 Refer Figure 3
Pump station overflows resulting from power failure No overflow events occurring. None

Volume overloading system Treatment and disposal up to all contracted loads and flows The treatment plant does not yet have sufficient capacity to meet the demand of the Customers. M5 overflowed into the estuary once when the outfall could not cope with inflow into the treatment plant during a heavy rainfall event.  This situation will be mitigated once the outfall capacity is improved to carry the volume allowed under the discharge consent.

 

Not to exceed upgraded design  of capacity of treatment plant and disposal system in order to comply with resource consent conditions The 6 hour time and 25,000m3/day volume discharge limits on Bells Island discharge were exceeded on a number of occasions in August and September as a result of prolonged, heavy rain events.
Pump Stations
Overloading system capacity No overflows for all pump stations Three in total. Two overflows occurred at Saxton Road and one at the Richmond pump station.  This situation should improve once the pipeline upgrade project is completed.

Key customer relationships

Overall satisfaction Agreed levels of service provided to all customers. The treatment plant does not yet have sufficient capacity to meet the demands of the Customers.
  Robust charging structure is put in place. The charging model (CAPM) took effect on 1 July 2007 but penalties will not be imposed until the upgraded treatment plant provides the requested capacity.  The model capacities will be reviewed once the next upgrade is complete.
  Contributors are satisfied with sewerage scheme. Results of the customer survey conducted in March 2009
